This is a great anti-pattern in the organizational-behavior ilk and unfortunately all too common. In the world of IT management I often notice that people would rather apply their current inefficient method more frequently rather than learn a new way that is inherently better. In other words, if IT managers were lumber jacks, many would be happier to learn how to swing the axe faster rather than learn the paradigm of a new tool, say a chainsaw.
